Economics & Resource Management : From a Chanakyan economic perspective, this verse defines शून्य-सीमान्त-उपयोगिता (Zero Marginal Utility). A resource only has value when it fulfills a deficit (Abhāva). The ocean does not need water, a satiated stomach does not need food, and daylight does not need a lamp. Deploying resources where there is no deficit is not considered generosity; it is classified as pure economic waste (Apavyaya).
The Philosophy of Charity : In the Bhagavad Gītā (17.22), charity given to the wrong person at the wrong time without proper discernment is classified as Tāmasika Dāna (ignorant charity). True Sāttvika Dāna requires a deserving recipient (Pātre dīyate). Giving resources to a Samartha (a person who is already wealthy, capable, and self-sufficient) violates the very ethical foundation of charity. The energy must flow from a point of abundance to a point of genuine need.
The Logic of Purpose: In ancient Indian logic (Nyāya), every action must have a Prayojana (a meaningful purpose). An action undertaken without a valid purpose is the hallmark of foolishness (प्रयोजनमनुद्दिश्य न मन्दोऽपि प्रवर्तते - Prayojanam anuddiśya na mando'pi pravartate). This verse provides four distinct natural and social examples to prove that intent alone is not enough; the context defines the validity of the action.

The wisdom here demands absolute precision in action. Resources must be directed exactly where there is a vacuum. True impact is created by bringing light to the dark, food to the hungry, and wealth to the truly needy. Any action outside of this precise context is simply "rain in the ocean."
